Setting Up a New Company: Security & Badging

Each air carrier, tenant, vendor or contractor requiring access to the Sterile Area, Secured Area or Controlled Area of DEN must become a “Participant” in the Airport Security Program and must remain in good standing with the program to maintain airport access and badging privileges. 

Steps for Establishing a Company at DEN

  • Step 1 – Complete the Participant Sponsorship Agreement: 
    • All companies requiring access to the Sterile Area, Secured Area or Controlled Area must be sponsored by the City and County of Denver Department of Aviation, an air carrier, or an airport tenant
    • The sponsorship agreement establishes that a vendor or contractor (sponsored company) has legitimate business at DEN, and must be submitted to, and approved by, Airport Security prior to the New Participant Meeting

    • Once received and approved by DEN Airport Security, an Airport Security representative will contact the company to schedule a New Participant Meeting
  • Step 2 – Attend a New Participant Meeting
    • Attend a New Participant Meeting either in person, or online, with an Airport Security representative
    • All pertinent security information and responsibilities will be covered in this meeting.
  • Step 3 – Schedule and Complete Visit 1 at the Badging Office – Fingerprinting and Background Check
  • Step 4 – Complete Visit 2 at the Badging Office (after results come back from Visit 1) – DEN Security Training and Badging

The Participant Sponsorship Agreement

Participant Sponsorship Agreement(s) must be agreed upon and signed by both the Sponsoring and Sponsored companies and submitted to, and approved by, Airport Security prior to New Participant Meeting 

  • This agreement establishes the following:
    • Authorized Signatory for the company and contact information for the individual designated as Authorized Signatory (e-mail address, phone number, etc.)
    • Areas, doors/gates and routes to which the company will require access, along with an explanation of the demonstrated business need for the access
  • Once received and approved by DEN Airport Security, an Airport Security representative will contact the company to schedule a New Participant Meeting

The New Participant Meeting

The following topics will be discussed in this meeting:

  1. The individual attending the meeting will be the designated as the Authorized Signatory for the company, and will be DEN’s point of contact with the company for conducting audits of records and DEN Airport ID Badges, and to disseminate Airport Security information to the company and its badgeholders
  2. Authorized Signatory responsibilities, which include, but are not limited to, all the following:
    • Overseeing the background check process for all employees
    • Signing and certifying the accuracy of all applications and forms submitted to Airport Security; and submit badge requests electronically via the Authorized Signatory Self Service Portal
    • Ensuring only authorized personnel within the company are provided with an Airport ID badge at DEN
    • Ensuring all Airport Identification Badges are cancelled and returned upon separation of employees from the company
    • Maintaining appropriate access levels for employees
    • Requesting and monitoring use of license plate registrations (if applicable) and associated costs
    • Responding in a timely manner to Airport Security and TSA audits of records and DEN Airport ID Badges
    • Ensuring company applicants are trained on, and remain compliant with, the Rules and Regulations Governing the Denver Municipal Airport System, as well as any and all new security changes and regulatory requirements

    If an applicant has, or will have, a driving endorsement on the DEN Airport ID badge, they must present a valid driver's license at the Badging Office.
    NOTE: If names are not matching on all documents, the employee must bring in supporting documentation showing the legal name change.
  5. Driving Training and Risk Department Requirements: If a company requires unescorted driving privileges in the Secured Area please contact your DEN representative or sponsoring company to initiate the approval process for Secured Area gate access.   
  6. Company Badge Return Plan.  Every company at DEN is required to submit a badge return plan to Airport Security with details on how the company will hold each employee accountable to ensure the DEN Airport ID badge is returned to Airport Security upon employee separation.  This plan should include contingencies for this to occur during any time of day.
