NOTICE OF INVITATION FOR BIDS

AOB Lobby & North Terminal Renovations, Tenant AHU Upgrades and Main Terminal Walk-off Carpet Vestibule
Denver, Colorado December 10, 2008
Sealed bids for Contract No. CE 81192, AOB Lobby & North Terminal Renovations, Tenant AHU Upgrades and Main Terminal Walk-off Carpet Vestibule will be received no later than:
2:00 PM, Wednesday, April 8, 2009 (Addendum #10)
in the triple wide trailer, located within the DIA South Campus at 27301 E. 71st Avenue, Unit #2, Denver, CO 80249. Bids must be time stamped no later than 2:00 PM, Wednesday, April 8, 2009 (Addendum #10), immediately after which a public bid opening will commence. Any bids to be submitted more than one hour prior to Bid Opening shall be submitted at the office of Technical Services, attention Nathan Jones, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peņa Blvd., Denver, CO 80249-6340.
GENERAL STATEMENT OF WORK
Volume 1. AOB Lobby (Add Alternate #1 for entire Volume 1):
New carpet, ceiling, lighting, wall covering, paint, brochure displays and furnishings for lobby area. Modifications to receptionist desk will receive new leaning shelf per support standards and cueing configuration changes. Power requirements changes to include elimination of power pole at reception desk. Police security door, newspaper drop box and mail boxes redesigned and refurbished. DIA logo to be incorporated on wall behind reception desk and at lobby entry doors. Elevator Lobby to have new carpet, barrel vault ceiling system and wall finishes. Double door and window frames at main entry to AOB Lobby to be refurbished. Double door systems from AOB Lobby into elevator lobby and second set of doors into 6th level AOB to be refurbished or replaced. Elevator cabs to receive new wall and floor finishes.
Volume 2. North Terminal Security:
Renovation will require the removal of the northern two (east and west) power walks, with metal decking filled with concrete to cover the existing power walk pits. The southern power walk in the queuing area will remain operational. The existing security queuing area re-designed to increase queuing capacity over the removed power walk pits with a series of stanchions and retractable belt barriers for flexibility in use. The slope of the floor requires an ADA ramp construction along the west side of the queuing area. Podiums will clearly delineate ID and Boarding Pass checking. Carpet replacement will extend from the north side of the security area to the Main Terminal pedestrian bridge entry. Volume #2 has Add Alternates #2 (all mechanical plans) and Add Alternate #3 (fixed stanchions instead of moveable stanchions on bases). Following items have been deleted from Volume 2 and are Not In Contract: 1) Electrical Plans: all artwork display lighting, 2) Architectural, Structural and Electrical Plans: two ceiling hung monitors and supplies to monitiors, and 3) Architectural Plans: biometric podium and connections needed for biometrics.
Volume 3. Tenant AHU Upgrades
Remove and replace fans, motors, coils, power supply, piping, valves and other identified elements of select air handling units located the mechanical rooms that serve the central core of Concourses A, B and C. Remove existing piping that serves the identified air handling units and replace with larger piping. Remove and replace with larger units, existing pumps that provide chilled water or hot water to the affected air handling units. Provide and operate equipment that will serve as temporary heating and cooling systems while the affected air handling units are being modified and/or replaced.
Volume 4. Main Terminal Walk-off Carpet in Vestibule at Door 616 (Add Alternate #4 for entire Volume 4)
BASE BID AND ADD ALTERNATES
The work has been allocated for the purposes of bidding and contracting into a Base Bid and four Add Alternates. The Base Bid is the sum stated in the Bid for which the bidder offers to perform the Base Bid work described in the Project Requirements and the Technical Provisions. An Add Alternate is an amount stated in the Bid that the bidder offers to be added to or deducted from the amount of the Base Bid if the corresponding change in the work is accepted by the City and County of Denver.
The City has not established a priority order for acceptance of Add Alternates. Each Add Alternate will be accepted on its own merit unless there is a dependency on another Add Alternate. Add Alternates may be accepted to the limit that the project budget allows or to the greatest advantage to the City. Bidders must respond to all Add Alternates listed on the Schedule of Prices and Quantities, even if acceptance or rejection of an Add Alternate will not change the bid amount.
DOCUMENTS AVAILABLE
Contract documents, including specifications, will be available for purchase at the Technical Services Office, Department of Aviation, Room 8810 Airport Office Building, 8500 Peņa Boulevard, Denver, Colorado 80249, at a cost of $50.00 per set (no refund) beginning December 11, 2008. Payment will be accepted in the form of a check made payable to Airport Revenue Fund.
PREQUALIFICATION
Each bidder must be pre-qualified in the category of CE-5, Structural Contractor, at the $5,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of seven (7) calendar days prior to the bid opening date. Applications must be submitted to the Department of Public Works, Prequalification Section, 201 West Colfax Avenue, Department 506, Denver, Colorado 80202. PRE-BID CONFERENCE AND INSPECTION
All bidders are invited to a pre-bid conference at 10:00 AM, Wednesday, December 17, 2008, in the triple wide trailer, located within the DIA South Campus at 27301 E. 71st Avenue, Unit #2, Denver, CO 80249. A site visit will be conducted immediately following the Pre-Bid Conference.
MINORITY/WOMEN BUSINESS ENTERPRISE PARTICIPATION
Construction, reconstruction and remodeling contracts made and entered into by the City and County of Denver are subject to Article VII, Division 1 of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and all Minority/Women Business Enterprise Utilization and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).
Article VII, Division 1 of Chapter 28 of the D.R.M.C. directs the Director of the DSBO to establish a project goal for expenditures on construction, reconstruction and remodeling work contracted by the City and County of Denver. The specific goal for this project is 18% MBE/WBE participation.
Project goals must be met with certified participants as set forth in Section 28-206, D.R.M.C. or through the demonstration of sufficient good faith effort under Section 28-208, D.R.M.C. For compliance with good faith effort requirements under Section 28-62(b)(3), the MBE/WBE percentage solicitation level required for this project is 100%.
The Director of the DSBO urges all participants in City construction, reconstruction and remodeling projects to assist in achieving these goals.

Further, the City and County of Denver encourages contractors to utilize minority and women owned businesses and to divide the construction work into economically feasible units or segments to allow the most opportunity for subcontracting.
MISCELLANEOUS
As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.
The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
