Question Number  1:   Do the cover letter and TOC pages count against the 10-page limit?

Question Number  2:   On page 11 of Attachment 1 in the paragraph under j. the RFP discusses the “Commitment to MBE and WBE Participation,” and says “This fully executed statement of commitment must be included with the proposal and must address and confirm the following understandings.” We couldn’t locate a form in the RFP for this. Is this something we are to write up and include in the MBE section, or somewhere else in the proposal? If so, and it’s not a form, does it count against the 10-page limit?

Question Number  3:   The project description on page 1 of the RFP includes “roadway bridge structures.” Where are these structures located?

Question Number  4:   There is not a suggested page length for Attachment 1, Section C, Number 8 Demonstrated Experience. Is that section included in the total page count for submittals? If so, can DIA provide a suggested page count?

Question Number  5:   Please expand upon / clarify the term “interfacing projects” in Question 9 in Attachment 1, Section C, Number 8 Demonstrated Experience “Relevant Experience with other interfacing projects, and associated scheduling considerations.”

Question Number  7:   During the investigative process, will the selected team have access to DIA’s parking operators and traffic coordinators, or does the selected team need to provide their own?

Question Number  8:   If we include a contractor on our team to provide assistance during the investigative process, will that contractor be able to compete for / bid on repair work that results from the scope as outlined in this RFP?

Question Number  9:   Section 1-8-c-13 – Does Exhibit C need to include estimated hours of time and a total fee, or do only the items relevant to the labor classifications and rates need to be completed? If the intent is to provide a total fee from survey through design and construction, please clarify what assumptions to use, as the level and extent of work needed for design and construction would be dependent on the identified deficiencies found during the initial survey.

Question Number  10:   Section 1-8-c-13 – Does the Exhibit C attachment need to be provided in a separate sealed enclosure since the rate proposal is not included as part of the proposal evaluations?

Question Number  11:   Section 1-16-1 – This section requests a statement which shall disclose all legal or administrative proceedings which involve a claim in excess of $50,000.00 in which the Proposer, its principals, or key personnel were a party to the action. – Is this limited to a time frame of 10-years similar to the bankruptcy requirement or for the entire duration of the company’s existence?

Question Number  12:   Section 1-16-8 – This section requests an audited statement of overhead rates, payroll taxes, and operating (profit) margin by a CPA – o Is a self-prepared overhead rate calculation prepared in accordance with the FAR regulations acceptable?

Question Number  13:   Can you provide a copy (company name blacked out with actual numbers) of a previous overhead rate audit you have received that meets your requirements?

Question Number  14:   Is this just required for the prime or for all subs as well?

Question Number  15:   Will drawings, past studies, past repair projects, etc. for the parking garage and other areas involved be available for review prior to the bid date? If so, in what format and will there be any limitations on availability (i.e. must be reviewed at the Procurement Office, no copies)?

Question Number  17:   Will drawings be available for use after award of the contract? What format (Hard copies, PDF, AutoCAD files) and limitations will exist on these drawings?

Question Number  18:   Can you provide a rough time frame of how long it takes to go through the DIA security training/briefing – Is it a 4 or 8 hour class similar to other airports?

Question Number  19:   The field documentation may require areas of the parking garage be cordoned off and vacated temporarily to allow the topping surfaces to be examined/tested. Will the airport be responsible for moving vehicles that prevent our examination?

Question Number  20:   In Attachment 1 - Instructions to Proposers, Item C – Proposal Narrative Contents: Item 8-Demonstrated Experience has no suggested page count. Is this section an appendix item or is it part of the 10 page limit?
